厚生労働省の雇用均等児童家庭局の児童手当管理室に電話しちゃいました。

で、更に詳しく聞きました。

在住外国人は永住権を持ってなくてもＯＫ。
おもに一年以上在住してること。
日本にいる在住外国人の子供は当然で、母国に残した子供もです。

「条件は？」と聞いたら、

・定期的に仕送り
・定期的に母国に帰って会っている（別段、何か月に一回とか決まりはなし）
・定期的に電話、メールでもよい
・養子の子供でもよい･･･

手続きは各市町村が行うそうです。

国によっては２～３万の月収で生活できる所もあるよね～

それで子供が１０人って言ったらすごいお金だよね～

それって私達の税金だよね～

ってねちねち聞いたら、これは暫定的で、２３年度から正式になるので、その時にあまりの負担なら、在住外国人への手当は廃止になるかもしれませんって言ってましたが、そんな事できる訳ないと思います。
